Cutting out up hills

At the car 5 months ago very low mileage but the
water I'm constantly refilling the water in. 2 days
ago I put only water in it and not antifreeze and it
was below freezing,  it now cuts out up hill mostly.  
Is this because no anti freeze

Could be as the water is freezing restricting flow. Flush the coolant system and replace with 50/50 coolant to distilled water and repair the leak.

May want to run a compression test, loss of compression means loss of power, and could also be where the coolant (or in your case, water) is going - out the exhaust.

that v8 ,not worth repairing , water entering a cylinder by now to much damage. and getting worse
