after manually turning off the TCS does it automatically activate on engine start up

I have a 2000 Millenia. When the TCS is off there is a light that says TCS off. When it is working normally but not activated, there is no light. When it is working normally and activated (like when a wheel slips on ice) the TCS light comes on. On this car, there is something wrong with this system: sometimes both lights come on, indicating that the TCS is on and off ????
