Sounds like the sending unit is stuck. It happens. The gauge should respond if its broken. My old chevy's fuel gauge did backflips while i was driving. Lol never messed with it tho.
I had the same problem. I replaced the sending unit and it did the same thing. I then replaced the guage and it worked perfectly.

The manifold is warped on oem and I believe it is typical for that year. Is there another engine that could fit using existing mounts and transmission?
