My  light in the car always indicates Passenger  Airbag Off, whether there is someone sitting in
the seat or not. Is this how it should be, or is there a malfunction?

If it says 'Airbag Off' when someone is sitting in the seat, it is a malfunction and could indicate that it is non-operable. Get it into a dealer immediately, as the passenger may not be protected.

take off pos post on your bat leave it off 20 min put it back on that should fix it

Check the wire connector under the passenger seat, sometimes they come apart or loose. It's connected to a sensor that tells the computer when a person is sitting there, if it doesn't detect weight on the seat, the airbag will not activate in case of a collision.

Yes, what GuruN86DM worked for me. Disconnected the battery, reconnected. This reset the cars computer and air bag light went off and everything returned to normal.
