My husband replaced the starter in our 1999 Lexus
RX300 and now it's not wanting to accelerate and
randomly shuts off

The starter has nothing to do with your issue. Have him recheck his work, either he forgot to plug something back up or bumped or broke a vacuum line or wiring.

Yes check engine light is on and while car is running it smells like gun powder burning
