First check the EEC relays for proper operation, then all the fuses, the last old Ford I worked on that would not read out codes had rodent damage to the main EEC harness but it did not blow any fuses, if you,still can't find anything then locate a shop that still has the old Ford OBD1 breakout box and have them check the system out, hopefully it is a wiring or grounding issue and not a failing computer as it could be hard to find a replacement.
