What causes brake failure

what would make the brakes not work had someone fix the vacum hoses so I could take it in for smog test. Now the brakes are not working when you step on them it goes all the way to the floor an can hear a swishing noise. was going to bleed the system but can't even do that cause it will not hold pressure. something is not hooked up right, this is on a 1986 ford motorhome

the " someone " screwed something up , have " someone " fix what they did , or bleed the system , start with the master cylinder use a syringe to draw the fluid , once the master is bled you should be able to do the rest of the system , there are as many ways to bled brakes as there are beer brands , watch U-toob and pick one that suits you
