in general, it is a good idea to change the water pump when the belt is replaced- the labor is the same- and the water pump is a wearable part, like the brakes, wipers, tires, etc.

A belt change at a local shop in OK runs $700 add $50-100 for the water pump.

Should the dealer service department who sold me a Lexus RX300 have been able to hear the bad timing belt when I paid them $350 last week to give me a used car purchase checklist? They wanted me to spend nearly three grand on breaks, tires and sway bar links without noticing that the timing belt was clicking and two cylinders are already damaged (per my hometown mechanic)
