The tire size on my 2015 Nissan Rogue select is
p215/70r16. Can I use p215/60r16 instead?

Loss of ground clearance is the issue. It also will look a little funny with those short tires.

I don't know why you want to go with short tires but if it were my choice I might go with something like a 225/65-16.
