How do you know it's running cold? Are both radiator hoses cold or just warm to the touch when engine has been running for at least 20 minutes? If so the thermostat is stuck wide open, if the hoses are hot especially the upper one then your gauge is incorrect, could be the sender, wiring or the gauge itself.
