new fuel pump wont pump

i had a the same problem with my 89 f250. i found that i needed a new fuel pump relay. later i also had to switch out a eec relay. either one could be your problem or also if you have a weak connection to the battery from shorts or lose wires. if you have a moltimeter i would suggest you test for any voltage at all. it could tell you a lot. if it has voltage for 3 seconds after a pal turns the key to on. then it could be a weak conection. otherwise i would sit your relays down in a dark room with a bright light aimed at them and ask them a few questions
