Is this a minor or a major problem? Need a vehicle
but want to make sure price is fair and I'm not
getting something that needs a lot of work done

What do they mean by "just needs a new timing belt"? If the belt broke there could be engine damage. Price a new belt and deduct for that if the car is running.

I am always wary of ads that say "just needs this one little thing". If that were true they would fix the "one little thing" and ask full price. ;)

I kind of thought the same thing too honestly, but wow I was not expecting to hear there could be engine damage!

yes...do you / they know if its broken/jumped time..has/did it turn over...?

Definitely ask some questions of the seller. Question number one is "does it run?". If they say "no" then you're not even interested! If it runs but poorly because "it needs a timing belt" you're not interested in it either. Some vehicles have an interference engine. That means that when the timing belt breaks or jumps the pistons slam into the valves and serious engine damage results. Typically the repair cost for this type of problem is several thousand dollars. However if it runs good and everything the seller may be just letting potential buyers know that it's due for a new timing belt based on time and/or mileage since the timing belt was last changed. That's not bad but you should probably budget about $600 for the job and have it done right away if you decide to buy it. Definitely ask when the timing belt was last changed. Typically it should be changed every 6 years or 60,000 miles. HTH. -Jim
