Try checking the caliper sliding pins first to see if they move freely and aren't bound up.

If disk brakes the rubber hose going to the brake caliper that's sticking could be internally collapsed and not allowing the pressure to bleed off properly when brake pedal is released. Easy way to check is when brake is locked up loosen the rubber hose fitting going to that caliper from the caliper. (Caliper end of hose). If brake releases replace the hose. See this a lot with older vehicles.

We just replaced brakes and drums on our 1988 chevy van. Our rims get real hot and when we apply the brakes they rub and make a load noise. Had 4 mechanics look at it and it still does the same thing. Any suggestions
