Can I swap a Ford pushrod 4.0 to a 98 ford 4.0
single overhead cam

You can, but you will need to change the ECM (Main Computer) and some rewiring of the car...

It may be more difficult and time consuming than you think due to all the electrical and computer issues. It would be best to either rebuild or replace the existing engine.
