2000 jeep wrangler won’t start.

it’s not the battery. all lights and stuff come on. bought a
brand new starter and put it in. still won’t. it doesn’t turn
over. i had some guys look at it and they said that i’m not
getting power to my relay. ive also switched them out and
still nothing.
