Mine doesn't either; my sunroof flooded (instead of Cadillac building a proper sunroof drainage where it drains in the wheel wells) so therefore it flooded back into the tailgate computer modules. Took it to dealership and they quoted me $1600 and stated there is no other way to open it :(

If when you put the liftgate control on the driver door on manual and on the liftgate squeeze the release and it unlatches, you should be able to lift it. If it unlatches and you can't lift it the struts are probably worn out, in wich case you can still lift it but not without a good deal of effort. If you can open it I suggest replacing the right side strut which in my case supported the liftgate just fine and I now use it manually. I used the StrongArm 6377
