Jeep XJ Hood

The hood latch cable is broken and I need to get under the hood to replace the
battery and such. I took out the headlights and a set off bolts on one side to
open it but the other set of bolts on the other side isn't accessible with any of
my tools and they are pretty rusted, how do I get them off and be able to open
the hood?

Where you have the grille off, can you get the hood latch assembly where the cable connects.
