(Maybe)Electrical problem.

Question type: Maintenance & Repair

I replaced the fuel pump. But still not hearing the
pump cut on.. I have the gas tank bolted back on
,on the driver side, an the passenger side I the bolts  
finger tight just to check everything would work
again b 4 I started bolting everything tight again..
someone told me that the tank might need to b
tightened down well for the pump to ground out
properly. Is this true? I have checked the relay an
fuse. An i wired a hot and ground from battery to
both new AND old pump an they both cut on. So
I'm thinking electrical problem somewhere, maybe
a bad ground? Any help please. This has totally
whooped my butt and really need some help.
