I ran my Kia Optima really low on oil and it
went dead in the road and now it want start
but it will turn on is the motor locked or what
do I need to do plz help ??

If u took it in for the recall, it should've gotten a software update that kills the engine when it detects a knock to prevent bearing rods from freezing. If you're lucky it might still work after you add engine oil. Kia and Hyundai engines are very sensitive to low engine oil. Try to rotate engine by hand, if it turns, do and oil/filter change and see if will work. Did you get a check engine code?
