Legally no. But there have been a few used car dealers that have been caught rolling odometers back so it is still possible.

Yes it is a felony and they will throw the book at you and make everything possible stick. So don’t mess around with odometers.
By the question, I suspect that you're looking to buy the subject Lexus and are concerned about the mileage being lower than it would be reasonable to expect. If I'm right, I'd say that the mileage shown is accurate. It takes a lot of work and risk to change an odometer, something that most people wouldn't have skills to do, and the only way I can think of doing it today is to replace the speedometer/odometer with a new one and falsely state the mileage to authorities when doing it. If you are suspicious, look to see if there are any signs that the instrument cluster has been tampered with. If there are, just don't buy the car.
