how diffacult is it to fix or replace speedometer cable

You'll have to remove the gauge cluster and or dashboard to get to the connection at the back of it, disconnect and then get under the truck to remove the other end which bolts/connects into the side of the transmission, and remove the cable by pulling it through the firewall. Installation is reverse of removal. You can determine by this basic info if it easy for you.

If memory serves, the speedometer on my old 96 was electric. The only serviceable part are the small gears which run the odometer. I was able to locate them on line for about 20 bucks, but that was years ago. Unfortunately, once I did the repair the speedometer had to be calibrated to show the correct speed while the vehicle is in motion.
