why would front wheel be hard to turn when you change brake pad and rotor

Maybe you there is too much pressure on the caliper and it is locking up. Just one wheel? Usually, when brakes lock up its caused by either a locked up caliper piston, stuck caliper slide pins, or a clogged flex hose going to the caliper, double check the work to be sure.
