should thee alternator have power to it with key off?

Note the diagram, if that is what you have? two circuits to generator, hot all the time. One is the generator bat terminal, the other one is fused circuit, notice the fuse. The other circuit comes through charge indicator lamp, key on, that is excite voltage, w/o excite voltage the generator won't charge.

Yes the alternator will have power to it with the key off.
