Hood won't open,seems like cable is hung up somewhere.Tried grabbing cable under dash with pliers,there is no movement in the cable

Try also someone holding release lever while u try to open

You sure it is not caught on the safety latch in the front middle of the hood?

And try pushing the hood down to close and try opening it again from the inside lever.
