Probably a broken strut since one side is lower, but wobbly steering can be caused by a bad tie rod, or bad tire, maybe even loose lug nuts, whatever it is, it's obviously unsafe to drive so get it up to an alignment shop and have it inspected right away. If a tie rod comes loose while driving you can lose steering control of the car which can cause a serious accident.
