Power on ground wire

Alright so my 97 ranger has just started giving me
trouble. When I start the truck the tail lights,
reverse lights and marker lamps all come on by
themselves but very dim without turning on the
headlight switch. Then if I hit the brakes all of said
lights get brighter. If I turn on the headlights or
blinkers or hot the brakes then the engine try’s to
stall out. I’ve tested both ground and positive wires
on the reverse light and there is right around 9.5
volts coming from both the ground and power
wires. If I hook a separate wire from the ground
and touch it to the frame of the truck it runs fine
again. I can’t visually see any issues with the
wiring. Any ideas?
