2010 horn making a grinding noise

They charged us for new horn and it is not working again......

Possible bad ground, and the horn relay. Sounds like it is not getting enough juice to operate.

Also some horns have an adjustment screw on the horn for adjusting the dia-fram or what ever is in there, it may be just too tight.
