Anti-theft issue (failed relearn)

I had to replace the bcm in my car and now the
anti-theft icon will not go off. I was reading how to
run the relearn process and all the forums stated
how the anti-theft light should be flashing during the
relearn. However, the light in my car does not flash,
it stays solid and lit up the whole time. Tried to do
the relearn several times, but it does no good. Any
ideas as to why the anti-lock icon stays on? And
how to fix it?

Make sure you find all the instructions ,,, I found 4 different methods on a Ford Focus and finally the last method worked ... I'm not sure if the BCM has the anti-theft circuit or the ECM has it
