When I turn the key everything turns on
and the jumper cables are connected I
have waited 20 minutes with the jumper
cables connected but the car will not turn
over

Sounds as if you need a starter

Also try the crank shaft sensor. My car would not start even with jumper cables attached and this was the problem.
