Well rack and pinion has nothing to do with the engine. I cant explain why lifters would fail so early. Also seems someone couldnt find out what was wrong with your power steering and just replaced everything instead of diagnoseing. If the same people also diagnosed lifters i would question that was well.
did they have problems with this engine or what never could get any answers to question
