Question type: Maintenance & Repair

My 2009 mercury mariner steering wheel is hard to
turn. The car starts and runs fine, but its hard to
turn the wheels. The power steering is electric. I
just need to know what part could cause this. Is it
the rack and pinion or the steering power box or
what?
