The "fasten your seatbelt" light and a warning buzzer or chime should sound for several seconds then go out when starting the engine if the front driver and passenger do not have their seatbelts fastened. This goes back to the mid '70s. Earlier vehicles, from about 1972 thru '75 would have the light and buzzer on continuously until the front belts were buckled. In 1974 GM used a seatbelt/starter interlock system. The engine could not be cranked unless you buckled up first. By 1976 it was legal to bypass the interlock but the light had to still come on and stay on if any front passenger was not buckled up. Unfortunately the inspector is correct on how the system should operate in your vehicle. Lap belts only became required July 1, 1966 and front outboard shoulder straps on January 1, 1968. HTH. -Jim

The buzzer sound normally comes from a relay. The horn relay was commonly used to make the sound. Someone probably found it annoying and unplugged it at some point. HTH. -Jim

Looked under the seat found the wires for the seat belt, followed to fuse box they lead to just the seat belt light, on the fuse box there's a port that shows key in / seat belt buzzer, but no wires leading out the back just a hollow spot for the fuse. Wondering if dodge cheeped out and not have wires for the buzzer.
