Normal lift sensor voltage on a closed EGR valve is 1.1 or 1.2 volts. Watch the voltage on the scan tool or back probe the White/Black (WHT/BLK) wire. Remove the Pink (PNK) wire out of the connector at the EGR valve and apply battery voltage to that terminal to operate the EGR valve manually, the EGR valve should open and the lift sensor voltage should increase from 1.1 volts to around 4.0 volts. Always verify that the voltage does not drop out when the valve is operated, or the code will also set. The EGR valve is a common failure. Also if the EGR passages are restricted, it can set this code.
