You have a shorted ground wire or the switch is bad. The wiper switch breaks the ground to the wiper motor. If the ground is shorted to the frame somewhere creating a path to ground, the motor will continue running. If you have a meter, check the switch for continuity to verify it opens when in the off position.

My switch is brand new and so is the wiper motor. Now it doesn't work at all. Fuses are fine, battery is new,....wtf????
