74 super beetle

I bought this car a couple weeks ago and
the electric fuel pump was already installed
but it is right by the gas tank what is
throwing me for a loop is that it is an
electric fuel pump and there is not a place
for a mechanical one on the engine block
at first I thought it might be a distributor
issue because the one that was on it did
not have a vacuum advance so I installed
one with a vacuum Abvance  I reset the
timing and change spark plugs and wires it
seem to help a little  but still wanted to cut
out while driving I can pump the pedal a
little bit and it would run good for a awhile  
was wondering if it could be too much fuel
pressure
