I cannot remove the rear tires

I've removed the lug nuts for the rear tire, but can't get the wheel to budge. Is
it merely rusted fast, or do I need to remove some other part first?

It's just rusted on. Take a 3 lbs. or heavier hammer and tap around the lugs. If that doesn't work give it a good hit from behind with a sledge. It will break free.

If you have some PB Blaster, WD40 or even just some Diesel spray some on the lug holes and around the center and if possible in behind the wheel where it meets the drum, let it set for a while then get a big sledge and thump on the tire inside and out on a spot then rotate the tire and rim and thump inside and out side, if it still won't break free, make sure it is blocked securely and put on 3 lug nuts in triangle pattern just down to a 1/4 inch from the wheel, then fire the engine and drop into low gear, run it up to about 10 mph and slam on the brakes, this usually does it.
