1999 Suburban 4X4 not working

my Suburban had a transfer rebuilt I separated it and found some bearings missing. it is a 7.4L,4L8-E with a NP246 (NP8) push button of course. with the button in 4HI I cannot move the front drive shaft put it in 2 wheel drive and I can so that tells me the motor is working, when I push the 4HI I can hear the actuator engaging in the front pumpkin, vacuum line is good any thoughts
