Emergency break

I have a 1999 GMC Sierra the E break has never
worked but we need to pass a safety inspection
and everything passed but the E break so we
replaced the shoes all the lines we have had then
adjusted and it's still not working. I even took it to
the dealer to see if there were any recalls. They
took a look at it and couldn't find anything so they
wanted to take my whole rear end apart. I can't do
that right now. Do i was wondering if someone may
know what I could do now?
