Hard starting

My motor has been overhauled, now it's hard to
start and difficult to rev whilst cold, it has been
standing for 4 months, what can be the fault

Check the Cam timing. If the camshaft timing to the crankshaft is out even a tooth, you will have a problem with starting and wont rev.
