engine is revving after cylinder head skimming

I have had the cylinder head skimmed as it overheated. Once we have put the engine back together it is not idling, only revving very high. what could the problem be?

Who is the "We"? hopefully one of you knows what you are doin'- Maybe it has somethin' to do with the accelerator linkage- you took a lot of stuff apart, and it is almost impossible to diagnose a problem like this from thousands of miles away and universes apart-
