might be a caberator issue,choke might not be turning off comlpletly,if choke is even sticking just a bit you will loose fuel milage,might need a good carb cleanning.or maybe even a carb kit.

If this is the old Escort based Bantam. The Air Correction jets should be replaced with larger ones. Be careful you don't mix the primary and secondary choke jets. Off hand I don't remember the sizes I used to use. The Automatic choke is also electrically operated. Check that there is voltage at the choke by-metal spring. If the air correction jets are standard and you are at higher altitude you need to increase the sizes from example, 160 to 180 on the first chock and 180 to 190 second choke
