submerged ford ranger wont turn over

2000 Ford ranger got power to the battery (emergency shut off was still pushed down )( spark plugs look fine no water damage oil looks good also!  What should I do next? Please help need all the input right now thanks.

For it to turn over, spark plugs don't have anything to do. Try to rotate engine by hand to make sure engine is not locked up. If it rotates, check battery voltage, it should be minimum 12.4. Check the battery cables for corrosion and make sure they're tight. If cables are ok, check voltage signal at the starter solenoid small terminal. If signal is ok when you tray to start it and still doesn't turn over, replace starter.

If submerged fully you will likely find a host of problems. You could still have water in relays, the starter, differential and transmission. A vehicle that has been submerged in fresh water needs all the fluids changed. If it was submerged in salt water have it crushed.
