Is it possible to fix the rust around the
wheel well on a 1997 Dodge Dakota
without using panels ( I don’t no how to
weld or no anyone who can). And if u can
what do I need?

depends on how bad the rust is and how well a repair you want to do. A body shop can help with the welding, but if you want to tackle it yourself and use some body filler. Check youtube on some videos on what is all involved.
