Restarting 1999 dodge neon after running out of fuel

Put 5 gallons in the tank, turn the key to on, wait 3 seconds and turn it off, wait 10 seconds and turn the key back on and wait 3 seconds, do this 3 times, then try to start the engine, if it starts then your good to go, if it doesn't start then the probability of a fuel pump failure is highly possible due to running it out of fuel as the pump uses the fuel as a coolant, low to no fuel means the fuel pump gets hotter than normal and burns itself out. That's why you should never run less than 1/4 tank of fuel.
