2001 Dodge Caravan

Hello, I am having trouble with my 2001 dodge caravan, I
got it last winter it drove before the snow fall of last year.
Around the time I had bought it wouldn't turn over, the
lights all would come one but would not turn over. After
months of trying we finally for it to turn over, my dad used
started fluid. Around the same time trying to get it to start
we put a brand new battery in it, but the car would not
hold any charge.
After getting it to start with started fluid, thw car caught
fire over by the fuel filter side, ever sense then we've tried
connecting it to an OBD meter but that isn't working,
Aftwr it caught fire over by the fuel filter. The car no longer
will connect to the battery to where any lights come on; so
trying to hook it up to the OBF meter is working. To add
into all of that, the car will only then on when going I under
the hood.
Not from the key, and is still showing no sign of the lights
on the dash when connected to the battery.

Can anyone help me with this problem, it's started
snowing and we have been trying all summer to get my
van up and going, and have hit a dead end. Not sure on
what to do from this point.
