My idle fluctuates and goes up high with the AC turned on

My 2002 Dakota /4.7 runs at a high idle
(2000 rpm)when I turn on my a/c .when I
shut it off she drops to 1400  (still high). I've
changed the TPS,TCS,IACV, Installed a new
exhaust system still have a problem.  What
the hell is wrong with this truck
