Hood latch not opening

If no helper is available, pull the interior hood release lever and jam a screwdriver, flashlight or other similar item between the raised hood release lever to hold it in the open position. You can then simply pull the hood up out of the first catch.

The interior hood latch pull will on move. I cannot open hood as it will not pop up as it has done in the past. What do I do?
