2003 dodge caravan electrical issues

Long story short I bought a used 03 caravan with
known electrical issues as wipers starting
randomly and lights flashing in the car. Since it was
an elderly man I figured easy fix probably fuse or
relay I replaced all relays involved and fuses
problems disappeared now 6 months later my wife
came home and fans wouldnt shut off while I was
at work so someone came and unplugged battery
cable for her so it wouldnt die and when I got
home I bought a new fuse and connected battery
back put fuse in and turned car on and now no
wipers at all, no fans at all no gauges, and all acc
buttons are flashing starts same as it always has
and runs fine havent driven it far because fans
don't come on so I don't want it to overheat. Tried
resetting IOD and battery already! Any other
ideas?? Maybe the whole fuse and relay center
needs replaced? Also checked all wires to and
from box and battery...
