Passenger rear tire locks up

Passenger rear tire locked up but when break pedal
is applied it unlocks for a brief moment then locks
up again any ideas

SURE REMOVER THE REAR TIRE AND PULL THE DRUM. ANY WET/BRAKE FLUID LEAK...SPRINGS TO WEEK/OFF/BROKEN...BRAKE SHOE COME UNDON....WHEEL CYLINDER BORE INSIDE BAD ....KELLY
