Whats wrong with my fuel system

My 2004 Dodge Stratus has issues when putting gas in.  When I put gas in I have to do it real slow or it backs up and shuts the pump off.  I also have an issue after driving and shutting off the engine it sounds like my fuel pump is still running but if I take the gas cap off it's like a vacuum goes away and then the noise stops.  I've only had the car for a year so I don't know what it was like new.  Any help will be appreciated.

take the box out by the fuel tank and clean/replce the charcoal/clean lines.....this is a no cost fix !!dont get ripped off and buy any parts..
